策展論述
In August 2026, the restoration of the oldest historic monuments on the Kong Zong grounds was completed. This milestone marks not only the physical rebirth of the site but also Kong Zong’s formal transformation into a national-level cultural base. The grounds now known as Kong Zong originally housed the “Industrial Research Institute of the Taiwan Governor-General’s Office,” established in 1939 during the Japanese colonial period. In 1950, the site was repurposed as the Air Force Command Headquarters of the Ministry of National Defense, serving as the highest command authority for Taiwan’s air defense and military operations. Following the relocation of the Air Force Command in 2012, the gates gradually opened to the public. In 2015, the Executive Yuan officially designated the entire site for preservation, and the Ministry of Culture assumed its management in 2018.
Since 2018, the Ministry of Culture has championed Kong Zong’s mission through the Taiwan Contemporary Culture Lab (C-LAB), establishing dedicated platforms for experimentation in contemporary art and technological media. By backing diverse creative projects in sound and visual arts, and nurturing emerging talents through the CREATORS program, Kong Zong has established itself as a vibrant incubator for Taiwan’s avant-garde experimental arts and a vital gateway for international exchange, playing a pivotal role in driving the development of Taiwan’s cultural technology.
In 2026, as the restoration of the historic monuments reaches completion, Kong Zong embarks on a brand-new chapter. We officially open the capital’s cultural gateway, orchestrating a series of national-level exhibitions and events—positioning Kong Zong as the ultimate launchpad and anchoring ground where Taiwan’s national cultural events take off and take root.

The Kong Zong Cultural Base Manifesto —— A Cultural Airfield Embracing the World
The Kong Zong Cultural Base (KZCB) occupies a prime 70,000-square-meter site in downtown Taipei. Its development traces a microcosm of modern Taiwanese history. In 1939, under Japanese rule, it housed the “Industrial Research Institute of the Taiwan Governor-General’s Office,” which contributed to the island’s industrial growth. In 1950, after the Nationalist Government moved to Taiwan, it became the top-secret “Air Force Command Headquarters of the Ministry of National Defense,” overseeing Taiwan’s air defenses and military operations. Only in 2012, when the military relocated, did this authoritarian zone—sealed off physically and psychologically for over half a century—begin to reveal its mystery and open to the public.
As the physical walls disappeared, a shift in the cultural governance of the site ensued. In 2018, the Ministry of Culture officially assumed control of the location and delegated its management to the Taiwan Living Arts Foundation, thereby establishing the Taiwan Contemporary Culture Lab (C-LAB). The organization’s core mission evolved from a military stronghold into an innovative hub for cultural experimentation. During its time as an “experimental base,” C-LAB focused on “incubation and transdisciplinary collaboration.” It gradually developed platforms for contemporary art and tech media experimentation, while supporting creative projects in sound and visual arts, as well as the CREATORS program. This transformation enabled the site to serve as the R&D engine that drives Taiwan’s leading technology and contemporary art sectors.
In August 2026, Kong Zong reached a pivotal moment in its infrastructure history. With the restoration of key national historic monuments—the “Old Office Building” and “Political Warfare Building”—complete, and with the comprehensive landscape enhancements and the “Artistic Integration Project” finished, Kong Zong is publicly unveiling its “complete form” for the first time. Administratively and operationally, the institution also achieved a major upgrade, officially transitioning into a unified “platform for exhibition and exchange.” At this historic juncture, Kong Zong officially adopts a new operational approach —serving as a “Cultural Airfield.” It has evolved from a walled laboratory of diverse yet niche experimentation into a prominent national platform that embraces the global stage. By integrating historic monuments, tech art, and civic lifestyle, the capital’s cultural gateway is officially opened, transforming into a major national cultural hub —the Kong Zong Cultural Base.
Looking forward, the vision of the KZCB will be fully realized through the operational framework of the “Kong Zong Cultural Base,” adopting a three-runway operational approach: Runway A “Transdisciplinary Base” will continue to cultivate the innovative technology and artistic R&D established during the C-LAB era; Runway B “Cultural Trends” will connect with the public landscape, performing arts, and civic life; and Runway C “Taiwan Showcase” will host international-level exhibitions and events. From the forefront of experimental incubation and production to the final international presentations, everything will achieve a perfect “streamlined process” within the same venue.
The KZCB will serve as Taiwan’s leading nexus for cultural exchange on the global stage, serving as a launching pad for major national projects, landmark exhibitions, and international forums to project Taiwan’s soft power. It not only preserves history but also reshapes Taipei’s cultural narrative. By blending avant-garde art with everyday life in this verdant artistic oasis, the cultural memory of this land will be continuously created and accumulated.

Flying Skyward, An Experience of the Cultural Ecosystem
On the powerful wings of contemporary, transdisciplinary art, SKYWARD 2026 invites the public to explore this once-mysterious base. We come together, driven by curiosity about art, an interest in history, and a love of everyday life—flying and gathering under the free, clear sky, embracing the expansive spirit of contemporary culture.
SKYWARD 2026 is a systematically planned initiative aiming to enhance cultural connectivity. It marks the first tangible expression and a critical test for the three operational runways of the Kong Zong Cultural Base (KZCB). Through this intensive art initiative, we establish and outline the structural framework guiding Kong Zong’s future and long-term development. Acting as a hub for integration, SKYWARD effectively consolidates cultural resources across ministries and national levels, aligning them with our three main operational runways:
Runway A (Transdisciplinary Base) brings together C-LAB’s exhibition and performance brands, including guided tours, FUTURE VISION LAB 2026 (dome theater), and the C-LAB projects (exhibition network), to showcase the strength in artistic experimentation and research.
Runway B (Cultural Trends) introduces three thematic series —“Skyward Landscapes” (visual arts series), “Skyward Performances” (performing arts series), and “Skyward Station” (creative market series), incorporating the artistically integrated landscape and transforming historic monuments into a playground of everyday aesthetics.
Runway C (Taiwan Showcase) connects key national exhibitions, including the Creative Expo Taiwan (Bit Zero) and the 80th Anniversary of WWII End Special Exhibition in August; the special exhibition a～～Weee and We Taiwan in September; and Taipei Fashion Week SS27 in October, creating a high-standard, national-level venue.
SKYWARD 2026 seamlessly connects diverse exhibition and performance programs to create a continuous cultural ecosystem, presenting Kong Zong’s fresh new look. As historic monuments, the Super Landmark Line, and the Kong Zong-limited Light Corridor are linked for the first time, landscape and performing arts will illuminate the entire area. When visitors arrive for the Creative Expo, Fashion Week, and the WWII special exhibition, they will be immersed in a mesmerizing hybrid site where historical legacies and cutting-edge technologies interweave. This fully open cultural oasis serves as the forefront of our national cultural base—a gathering point for diverse communities. Here, people will deeply resonate with a sense of inclusion, connection, and freedom—a shared momentum that carries our collective belief. Under the clear blue sky, the KZCB’s grandest voyage officially takes off.
